  Financial Assistance Regulations issued a Financial Assistance Letter (FA
 L) regarding Implementation of Indirect and Fringe Benefits Cost Reimburse
 ment Limits on Financial Assistance Awards. This guidance limits state rei
 mbursements for indirect and fringe to the dollar amount equivalent to 10%
  of the total award amount for grantees and local government agencies and 
 15% for subgrantees including CAAs and nongovernment for and not for profi
 t WAP providers regardless of existing Negotiated Indirect Cost Rate Agree
 ments (NICRAs). The FAL was effective immediately (June 30\, 2025) and is 
 applicable to all awards fully executed after May 8\, 2025. The FAL applie
 s to grantee PY25 state plans and Weatherization Subgrantees through flow
