2025 Excellence in Community Action Award Recipients

Every year, CAP Utah recognizes individuals and organizations who exemplify the mission and heart of Community Action. These awards honor those who go beyond expectations, working tirelessly to strengthen their communities, uplift others, and put the principles of Community Action into action every day.

At the 2025 Annual CAP Utah Conference, held June 25–27 in Sandy, Utah, we proudly presented the Excellence in Community Action Awards during our annual awards lunch. These recipients were selected for their leadership, innovation, and deep commitment to helping individuals and families navigate challenges and build more stable futures.

Excellence in Community Action – Individual: Alyssa Jensen

Bear River Association of Governments

Alyssa Jensen was recognized for her exceptional leadership in expanding services in Box Elder County. Through her initiative, the agency launched a new meal voucher program for individuals experiencing homelessness, in partnership with local restaurants. Her work has increased both community engagement and access to resources for those in need, making a measurable difference in her region.

Excellence in Community Action – Community Partner: William A Burnard Warming Center

This award honors a partner organization essential to the success of Community Action efforts. The William A Burnard Warming Center, operated largely by volunteers, has provided a consistent and safe refuge for those experiencing homelessness. Despite facing staffing and logistical challenges, the center continued to serve the community with compassion and resilience throughout the coldest months.

Excellence in Community Action – Volunteer: Michael Phillips

Michael Phillips was honored for his ongoing dedication as a VITA (Volunteer Income Tax Assistance) volunteer. Beyond helping individuals file their taxes at no cost, Michael also managed the local VITA phone line—ensuring clients received clear guidance and timely support. His commitment to service has eased financial stress for many individuals and families in his community.

Excellence in Community Action – Emerging Leader: Kassitey Craudell

Community Action Services and Food Bank

Kassitey Craudell was recognized for her strong leadership potential and her forward-thinking approach. Colleagues described her as innovative, hardworking, and a valuable mentor to others. Her contributions reflect a deep understanding of the issues facing the communities she serves and a commitment to finding effective, lasting solutions.

CAP Utah Lifetime Achievement Award: Karen McCandless

Community Action Services and Food Bank

Karen McCandless was honored for her years of steadfast leadership and service within the Community Action network. Known for her warmth, professionalism, and collaborative approach, Karen has been instrumental in strengthening her agency through partnerships, advocacy, and program development. Her legacy continues to inspire those working to expand opportunity and support for others.

Excellence in Community Action – Elected Official of the Year: Rep. Celeste Maloy

U.S. Representative – Utah's 2nd District

Representative Celeste Maloy was recognized for her strong and consistent support of Utah’s Community Action Agencies. Her work on behalf of families facing economic hardship has been grounded in a deep understanding of local needs and a genuine commitment to service. Her advocacy continues to uplift the voices of those who are often overlooked and expand the reach of critical services.

These awardees represent the spirit and impact of Community Action. Their work reminds us that positive change happens when people care deeply about their communities and are willing to lead, serve, and collaborate.
