October marks National Energy Awareness Month, and CAP Utah is highlighting crucial energy assistance programs available to Utah families. These programs not only ensure homes stay warm and safe, but also support our mission to reduce poverty and foster self-sufficiency.
The Heavy Energy Burden on Low-Income Families
Energy costs can take a significant toll on low-income families, with some spending three times more of their income on utilities than those with higher incomes. This energy burden often forces difficult trade-offs between heating homes and paying for food or healthcare.
LIHEAP and Utah’s HEAT Program: Providing Critical Assistance
Utah’s HEAT Program is funded by the federal Low-Income Home Energy Assistance Program (LIHEAP). Administered by the Utah Department of Workforce Services Housing and Community Development Division in partnership with Community-based organizations that administer the program in their local areas, HEAT utilizes LIHEAP dollars to provide year-round utility assistance to eligible residents. Six out of the nine partners are Community Action Agencies in the CAP Utah Network. LIHEAP dollars also support Weatherization Assistance Programs (WAP) in Utah, helping to improve energy efficiency in homes.
LIHEAP (Low-Income Home Energy Assistance Program)
LIHEAP is a federal program offering financial assistance for energy costs, aimed at reducing the energy burden on low-income households. In Utah, these funds are allocated through the HEAT program, which helps residents with heating, cooling, and energy emergencies.

HEAT (Home Energy Assistance Target) Program
